Special Projects Fund

The Security and Defence Forum is a National Defence grant program with a mandate to develop and support a domestic competence and national interest in defence issues of current and future relevance to Canada.

To meet these requirements, the Special Projects Fund can provide non-recurring, modest financial support to a maximum of $10,000 to projects that serve the mandate of the Forum.
These can include organizing and participating in conferences and workshops, as well as various research activities.

The deadline for 2009-10 Special Project Fund applications was 15 November 2009. No additional applications for special projects funding will be accepted for the remainder of the fiscal year. Information for Fiscal Year 2010-11 applications will be posted on this page in the upcoming months.

Criteria:

1.         Projects must be relevant to Canadian security and defence. Topics may include, but are not limited to:
•Failed or failing states
•Terrorism
•Weapons of Mass Destruction
•Regional flashpoints
•Canadian Forces Transformation, including integrated and unified approaches to operations
•The Defence of Canada
•Canada-United States defence relations
•The Canadian Forces’ international role
•The Integrated Defence, Diplomacy and Development (“3D”) approach to conflict and post-conflict situations
•Defence procurement and management
•National Defence's support to other government departments and agencies

2.         Funding cannot be used to offset expenses related to publications, honorariums or to purchase alcohol.

3.         Requests for conference funding will be assessed on the basis of:
•Their accessibility to students and the general public
•How the findings of the event will be of relevance to DND and the Canadian Forces
•How these findings will be shared

4.         Given the time required to assess projects, applications must be sent at least two months prior to the project’s starting date.  We will not process requests received less than 60 days before the project begins.

5.         We will not accept any applications for funding after 15 November unless the event takes place in the next fiscal year – ie: after April 1.

6.         Applications must include a detailed budget, a preliminary agenda, a list of participants and any other information relevant to the project. Funding cannot be used for purposes other than those stated in the proposal.

7.         SDF funds cannot be used to pay for the participation of Government of Canada employees or Canadian Forces members.

8.         Applicants are encouraged to seek additional sources of funding. A list of other sources of funding (both obtained and requested) must be included in the application.

9.         The Department of National Defence reserves the right to request receipts and/or other documentation to assess how Special Projects funds are used.

10.       A representative of the Policy Group may attend the event.

11.       Applicants must acknowledge the support of the Department of National Defence Security and Defence Forum by providing written recognition in all materials produced and intended for the public.

12.       Unspent funds must be returned to the Department of National Defence by cheque payable to the Receiver General of Canada.

13.       Successful applicants must provide a financial statement and report on the project within 60 days of the project’s completion.
