Elizabeth Van Allen

Assistant Deputy Minister (Infrastructure and Environment)

Elizabeth was appointed Assistant Deputy Minister (Infrastructure and Environment) at National Defence on May 29, 2017.

Elizabeth has broad and varied experience working at the operational, managerial and senior levels of Correctional Service Canada (CSC) in both the regions as well as the National Capital Region. In 1984, she began her federal public service career as a Correctional Officer at the Kingston Penitentiary and after 14 years of experience in various positions of increasing responsibility and accountability in the Ontario Region, she moved to CSC’s National Headquarters in Ottawa.

In 2001, Elizabeth joined the executive ranks of the public service. Most recently, she was the Assistant Commissioner, Human Resource Management, where following the centralization of human resources (HR) Elizabeth led the transformation of HR service delivery in CSC. She also spent over a year as Regional Deputy Commissioner in the Prairie Region where she led the implementation of the regional restructuring and realignment of accountabilities and responsibilities. Elizabeth also successfully established effective partnerships with the First Nations in support of CSC Healing Lodges. As Assistant Commissioner, Policy, Elizabeth was responsible for leadership in the management of all areas related to the rights of the offenders. She was the Deputy Commissioner for Women where she developed clear roles and responsibilities for the Women Offender Sector and implemented a new governance model. Other executive appointments included working as Assistant Commissioner, Communications and Engagement Sector; Director General, Executive Secretariat; Director of Operational Initiatives; Director, Ministerial and Executive Services; and Director, Community Reintegration Operations.

Elizabeth holds a Bachelor of Arts from Queen’s University.

Throughout her career, Elizabeth has focused on strategic and operational excellence. Her greatest strengths reside in her ability to connect with people and her proven management and strong leadership skills.
