Bill Matthews – Biography

Bill Matthews was appointed Senior Associate Deputy Minister of National Defence in October 2017.

From July 2014 to October 2017, he was Comptroller General of Canada. In this role, he was responsible for government-wide direction and leadership for financial management, internal audit, federal assets and acquired services.

Mr. Matthews has held various senior level positions within the Office of the Comptroller General and Treasury Board Secretariat with responsibilities in the area of financial management policy, Estimates, evaluation and expenditure management.

Mr. Matthews is a chartered professional accountant with over 27 years of experience in accounting and financial management in both the public and private sectors. He was named a Fellow by the Chartered Professional Accountants in October 2016. He holds a Bachelor of Commerce from Dalhousie University.

Mr. Matthews is a member of the International Public Sector Accounting Standards Board – Consultative Advisory Group. He also serves as a board member of the Public Sector Accounting Board and the University of Ottawa’s Institute for Mental Health Research.


The Senior Associate Deputy Minister (Sr Assoc DM) is a senior civil servant assigned to the Department of National Defence. The Governor-in-Council (the Cabinet) may appoint not more than three Associate Deputy Ministers of National Defence, each of whom shall have the rank and status of a deputy head of a department and as such shall, under the Minister and the Deputy Minister (DM), exercise and perform such powers, duties and functions as deputy of the Minister and otherwise as the Minister may specify.
