Chief Warrant Officer Colleen Halpin enrolled in the Canadian Forces in November 1986. Upon graduation from Basic training in Cornwallis and completion of Traffic Technician trades training in Edmonton, she was posted to Chatham, N.B. After four years, she was posted to NDHQ Ottawa where she was employed in VIP Special Travel, and upon promotion to MCpl, as 2IC of the Furniture and Effects cell. While at NDHQ, she completed her first tour of the Balkans (UNPROFOR). In 1995, she was posted to Canadian Forces School of Administration and Logistics in Borden as an instructor in the Material Traffic Cell, specializing in sea, rail, and dangerous goods movements.

Upon promotion to Sergeant in 1998, she was rewarded with a posting to 2 Svc Bn Petawawa. Her second tour of the Balkans ensued, this time to Macedonia and Kosovo (1999-2000). This included the subsequent close-out of the mission. After three years of Battalion life, she was promoted to WO, and after successful French-language training, she was posted to 2 Air Movements Sqn in Trenton as WO IC Line Crew, and one year later, WO IC Pax. During this time, she had the great pleasure of accompanying Her Excellency the Right Honourable Adrienne Clarkson (Governor General and Commander-In-Chief of Canada) as Baggage Master, on her trip to Russia (Moscow, St. Petersburg, and Siberia) in 2003.

In 2004, she was posted to 3 Canadian Support Group Montreal as WO IC Training. Her third foray into the Balkans ensued, and again it was to close out the mission (SFOR, Velika Kladuša, Bosnia and Herzegovina). After promotion to MWO in 2004, she was posted down the hall, to become the Unit Master Warrant Officer for 4 Canadian Forces Movement Control Unit. Another three last-minute deployments ensued, to Ethiopia (in support of AMIS), Cyprus, and Lebanon (in support of the evacuation of over 10,000 Canadian citizens from Lebanon); and finally to Kyrgyzstan (in support of the first wave of Leopard Tanks to Afghanistan).

In 2007, she returned to CFSAL Borden as the Cadre Sergeant Major for Traffic Training Cadre. Upon promotion to Chief Warrant Officer in 2009, she returned to 2 Air Mov Sqn Trenton as the Squadron Chief Warrant Officer. In 2010, she was posted to Ottawa and appointed as the Formation Chief Warrant Officer for CMSG and Assistant Co-Advisor for the Traffic Technician occupation. In 2012, she was selected for executive year-long language training and was subsequently posted in June 2013 to 22 Wing North Bay, to serve as the Wing Chief Warrant Officer. She became a member of the Order of Military Merit in 2014. On August 5, 2016, she was appointed Vice Chief of Defence Staff Chief Warrant Officer, and humbly acknowledges the privilege of being the first woman to hold such a prestigious appointment. 

She is married and together with her partner Maureen, they enjoy travelling the world, cruising, and spending time with family and friends.
