Application: This DAOD is a directive that applies to employees of the Department of National Defence (DND employees) and an order that applies to officers and non-commissioned members of the Canadian Armed Forces (CAF members).

2. Definitions

DND living accommodation (logement du MDN)

DND living accommodation means all living accommodation under the control of the Minister of National Defence (MND), except that used for field training or deployed operations.

suitable living accommodation (logement adéquat)

Suitable living accommodation means living accommodation in the public or private sector marketplace, serving a residential, training or transient use by a CAF member, which:

  • meets Canadian societal norms relative to the CAF member's household circumstance for size, form, condition, construction and living standards, maintenance, design, occupancy and storage space, safety and security;
  • is within reasonable proximity to the workplace; and
  • affords access to CAF-based personnel support programs or similar programs in the civilian community.

unfurnished DND living accommodation (logement du MDN non meublé)

Unfurnished DND living accommodation includes any heritage residence containing furnishings.

3. Policy Direction

Context

3.1 The DND and the CAF recognize the unique circumstances of military life and the pressures it creates for CAF members and their families. Regular Force members are expected to readily change their place of residence to meet the demands of the CAF. Reserve Force members may also be moved at government expense to meet operational requirements.

3.2 Access by CAF members to suitable living accommodation contributes to:

  1. operational effectiveness;
  2. the morale of CAF members; and
  3. the well-being of CAF members and their families.

3.3 Federal government policy supports the provision of DND living accommodation for CAF members only if:

  1. the private sector marketplace does not provide sufficient suitable living accommodation;
  2. the work site is isolated; or
  3. there is an operational requirement (e.g. for training and transient quarters).

3.4 The application of this policy does not provide an entitlement or benefit to CAF members but rather ensures equitable access by CAF members and their families to suitable living accommodation.

Policy Statement

3.5 The DND and the CAF are committed to:

  1. ensuring that CAF members are able to obtain suitable living accommodation in a timely fashion at any location where duty demands in Canada;
  2. establishing policies, plans and programs which encourage CAF members to obtain living accommodation in the private sector marketplace;
  3. providing DND/CAF intervention only if the private sector marketplace cannot meet the needs of CAF members;
  4. providing furnished DND living accommodation appropriate to meet training objectives with due regard to safety, security, dignity and privacy of CAF members; and
  5. ensuring affordability through compensation.

Requirements

3.6 The DND and the CAF shall:

  1. manage DND living accommodation in accordance with the principles and practices set out in the DND Living Accommodation Instruction;
  2. rationalize and optimize the quantity and quality of DND living accommodation units;
  3. harmonize living accommodation policy with other programs and plans, internal and external to DND policies, to ensure uniformity of application;
  4. establish and maintain DND living accommodation standards which are nationally consistent, equitable and contemporary; and
  5. conduct a review of this DAOD and the DND Living Accommodation Instruction, using mechanisms designed to monitor the effectiveness of DND living accommodation policies, plans and initiatives, at intervals of not less than three years and not more than five years from the date of issue of this DAOD, to ensure the continued relevance of DND living accommodation policy with respect to the current Defence Plan On-Line and long-range planning objectives.

  • approve, upon the recommendation of the appropriate Level 1 Advisor (L1), the establishment, change or discontinuation of a designated residence label for an individual housing unit;
  • approve, upon the recommendation of the appropriate L1, the provision, management and maintenance of public and non-public furnishings for heritage residences; and
  • monitor DND living accommodation projects and initiatives.

Assistant Deputy Minister (Infrastructure and Environment) (ADM(IE))

  • provide technical oversight of DND living accommodation and DND housing custodianship; and
  • provide guidance on issues related to the life cycle management of the DND living accommodation portfolio.

L1s

  • recommend the development of capital, operations and maintenance projects for furnished DND living accommodation;
  • determine the operational requirements for training quarters within their areas of responsibility;
  • implement capital plans and projects within their area of responsibility; and
  • provide technical oversight of capital projects for DND living accommodation.

base/wing commanders

  • administer and maintain furnished DND living accommodation within their area of responsibility;
  • approve the eviction of occupants from DND living accommodation;
  • support the Canadian Forces Housing Agency (CFHA) in evictions from DND living accommodation;
  • monitor plans, projects and programs to ensure that living accommodation needs within their geographical boundary are met;
  • provide advice, guidance and assistance to the local CFHA representative in determining unfurnished DND living accommodation housing needs;
  • determine the requirement for residential and transient quarters in their area of responsibility; and
  • acquire, manage and maintain public and non-public furnishings that are authorized for heritage residences.

CFHA

  • recommend the development of capital, operations and maintenance projects for unfurnished DND living accommodation;
  • set the charges for unfurnished DND living accommodation and associated parking in accordance with the Policy on Management of Real Property of the Treasury Board of Canada Secretariat;
  • develop and implement procedures for administering, operating and managing the unfurnished DND living accommodation portfolio;
  • implement programs and initiatives within authority limits;
  • approve evacuation from unfurnished DND living accommodation for maintenance related emergencies;
  • recommend the eviction of occupants from unfurnished DND living accommodation;
  • conduct site-by-site residential housing studies of CAF locations within Canada;
  • develop, implement and monitor plans for the replacement, renovation and maintenance of unfurnished DND living accommodation;
  • recommend requirement levels for unfurnished DND living accommodation on a site-by-site basis; and
  • prepare unfurnished DND living accommodation options and strategies, including site analysis and business cases.

Director General Realty Policy and Plans

  • develop, administer, maintain and monitor policy associated with technical oversight of unfurnished DND living accommodation custodianship on behalf of ADM(IE);
  • liaise with CFHA and bases/wings on custodianship policy issues; and
  • provide advice, guidance and assistance to CFHA, bases and wings.

Director Compensation and Benefits Administration

  • set the charges for furnished DND living accommodation and associated parking in accordance with applicable government policies.

DQOL

  • develop, implement and periodically review DND living accommodation policies and standards on behalf of CMP.

CFHA housing managers

  • execute occupancy agreements on behalf of the MND in respect of unfurnished DND living accommodation; and
  • terminate the occupancy agreements and request eviction by the base/wing commander.

furnished accommodation managers

  • execute occupancy agreements on behalf of the MND in respect of furnished DND living accommodation; and
  • terminate the occupancy agreements and request eviction by the base/wing commander.

other persons authorized by the MND under section 3 of the Federal Real Property and Federal Immovables Act
