THE AIM OF THIS MESSAGE IS TO HIGHLIGHT THE IMPORTANCE OF UPDATING YOUR STATEMENT OF ORDINARY RESIDENCE (SOR) AND TO REMIND MEMBERS OF THE CAF OF THE SPECIAL VOTING PROCEDURES FOR CAF MEMBERS DURING FEDERAL GENERAL ELECTIONS. PLEASE NOTE THAT ALTHOUGH YOU MAY BE A CAF MEMBER, YOU MUST BE A CANADIAN CITIZEN TO COMPLETE AN SOR FORM
  3. THE FOLLOWING INDIVIDUALS ARE ELIGIBLE TO VOTE UNDER THE SPECIAL VOTING RULES FOR THE CAF IF THEY ARE:
    1. MEMBERS OF THE REGULAR FORCE,
    2. MEMBERS OF THE RESERVE FORCE ON FULL-TIME TRAINING, SERVICE OR ACTIVE SERVICE, AND
    3. PERSONS EMPLOYED OUTSIDE OF CANADA BY THE CAF AS A TEACHER IN, OR AS A MEMBER OF THE ADMIN SUPPORT STAFF FOR A CAF SCHOOL
  4. THE PLACE OF ORDINARY RESIDENCE THAT A CAF ELECTOR HAS NAMED IN HIS OR HER SOR DETERMINES THE ELECTORAL DISTRICT IN WHICH HIS OR HER VOTES WILL BE COUNTED SUCH THAT:
    1. A CAF ELECTOR MAY ONLY VOTE UNDER THE SPECIAL VOTING RULES AT A MILITARY POLLING STATION BETWEEN DAY 14 AND DAY 9 BEFORE CIVILIAN POLLING DAY FOR A CANDIDATE IN THE ELECTORAL DISTRICT THAT INCLUDES THE PLACE OF ORDINARY RESIDENCE THAT THE CAF ELECTOR HAS NAMED IN HIS OR HER SOR, AND
    2. A CAF ELECTOR WHO ORDINARILY RESIDES IN THE ELECTORAL DISTRICT NAMED IN HIS OR HER SOR AS OF POLLING DAY AND WHO HAS NOT VOTED UNDER THE SPECIAL VOTING RULES MAY VOTE IN PERSON AT THE CIVILIAN POLLING STATION ESTABLISHED FOR THE POLLING DIVISION OF THE PLACE OF ORDINARY RESIDENCE SHOWN ON THE SOR.  TO VOTE AT A CIVILIAN POLL, A CAF MEMBER MUST PROVIDE PROOF OF IDENTIFICATION AND RESIDENCE.  A LIST OF ACCEPTABLE PROOF OF IDENTIFICATION AND RESIDENCE IS AVAILABLE ON THE ELECTIONS CANADA WEB SITE
  5. REGULAR FORCE MEMBERS SHOULD COMPLETE AN SOR UPON ENROLMENT. WHERE A REGULAR FORCE MEMBER HAS FAILED TO COMPLETE AN SOR, THE MEMBER MAY AT ANY TIME COMPLETE SUCH A STATEMENT.  RESERVE FORCE MEMBERS SHOULD COMPLETE AN SOR UPON BEING PLACED ON ACTIVE DUTY OR IF AN ELECTION IS CALLED WHILE THEY ARE ON FULL-TIME TRAINING OR SERVICE
  6. CAF ELECTORS WHO HAVE COMPLETED AN SOR WILL NOT RECEIVE A VOTER INFORMATION CARD DURING FEDERAL ELECTORAL EVENTS
  7. CAF ELECTORS MAY VERIFY THEIR CURRENT SOR BY CONSULTING THE PAPER COPY HELD IN THEIR PERSONNEL FILE WITH THEIR UNITS OR BY REVIEWING THEIR PERSONNEL RECORD RESUME (MPRR) ENTRY FOR THEIR REGISTERED FEDERAL ELECTORAL DISTRICT
  8. A REGULAR FORCE MEMBER AND THOSE PERSONS EMPLOYED OUTSIDE CANADA AS DESCRIBED IN PARA 3(C) MAY UPDATE THE INFORMATION IN HIS OR HER SOR AND MAY INDICATE AS A PLACE OF ORDINARY RESIDENCE THE CIVIC ADDRESS OF:
    1. THE PLACE OF ORDINARY RESIDENCE OF THE SPOUSE, THE COMMON-LAW PARTNER, A RELATIVE OR A DEPENDANT OF THE MEMBER, A RELATIVE OF HIS OR HER SPOUSE OR COMMON-LAW PARTNER OR A PERSON WITH WHOM THE MEMBER WOULD LIVE BUT FOR HIS OR HER BEING ENROLLED,
    2. THE PLACE WHERE THE MEMBER IS RESIDING BY REASON OF HIS OR HER PERFORMANCE OF SERVICES AS A MEMBER OF THE CAF, OR
    3. THE MEMBER'S PLACE OF ORDINARY RESIDENCE IMMEDIATELY BEFORE BEING ENROLLED IN THE CAF
  9. A RESERVE FORCE MEMBER MAY UPDATE THE INFORMATION IN HIS OR HER SOR AND MAY INDICATE AS A PLACE OF ORDINARY RESIDENCE THE CIVIC ADDRESS OF:
    1. THE PLACE OF ORDINARY RESIDENCE OF A PERSON WITH WHOM THE MEMBER WOULD LIVE BUT FOR HIS OR HER BEING ON TRAINING OR SERVICE OR A PERSON DESIGNATED BY THE MEMBER AS NEXT OF KIN,
    2. THE PLACE WHERE THE MEMBER IS RESIDING BY REASON OF HIS OR HER BEING ON TRAINING OR SERVICE, OR
    3. THE MEMBER'S PLACE OF ORDINARY RESIDENCE IMMEDIATELY BEFORE BEING ON TRAINING OR SERVICE
  10. UPDATES MADE TO AN SOR DURING AN ELECTION PERIOD TAKE EFFECT 14 DAYS AFTER POLLING DAY. UPDATES MADE AT ANY OTHER TIME TAKE EFFECT 60 DAYS AFTER THE COMMANDING OFFICER OF THE MEMBER'S UNIT RECEIVES IT
  11. A MEMBER OF THE REGULAR FORCE WHO WISHES TO UPDATE HIS OR HER SOR MAY DO SO BY FILLING OUT FORM DND 406 (EC 78000).  A COPY OF THE FORM MUST BE RETAINED BY THE MEMBER'S UNIT AND THE ORIGINAL OF THE FORM MUST BE FORWARDED TO THE CHIEF ELECTORAL OFFICER (CEO) FOR VALIDATION AT THE FOLLOWING ADDRESS:

THE FORM SHALL BE FILED WITH THE UNIT IN WHICH THE MEMBER IS ON FULL-TIME TRAINING OR SERVICE OR ACTIVE SERVICE.  SOR FORMS FOR MEMBERS OF THE RESERVE FORCE ARE NOT TO BE FORWARDED TO ELECTIONS CANADA.
