THE CHIEF ELECTORAL OFFICER OF CANADA HAS ADAPTED THE SPECIAL VOTING RULES TO PERMIT ENTITLED CANADIAN ARMED FORCES (CAF) ELECTORS TO VOTE IN THIS BY-ELECTION USING A MAIL-IN BALLOT PROCEDURE

      3. A CIVILIAN EMPLOYED OUTSIDE CANADA BY THE CAF AS A TEACHER OR ADMINISTRATIVE SUPPORT STAFF IN A CAF SCHOOL, AND
    2. THE ADDRESS FOR VOTING PURPOSES INDICATED ON THE PERSON'S STATEMENT OF ORDINARY RESIDENCE (SOR) IS LOCATED IN THE ELECTORAL DISTRICT OF MEDICINE HAT-CARDSTON-WARNER (ALBERTA)
  4. THE PLACE OF ORDINARY RESIDENCE THAT A CAF ELECTOR HAS NAMED IN HIS OR HER SOR DETERMINES THE ELECTORAL DISTRICT IN WHICH HIS OR HER VOTE WILL BE COUNTED. A CAF ELECTOR CAN ONLY VOTE FOR A CANDIDATE RUNNING IN THAT ELECTORAL DISTRICT

    1. FOR EACH UNIT MEMBER OF THE REGULAR FORCE WHO COMPLETES A SOR FOR THE FIRST TIME TO VOTE IN THIS BY-ELECTION, ENSURE THAT THE ORIGINAL OF THE MEMBER'S SOR IS IMMEDIATELY FORWARDED TO ELECTIONS CANADA FOR VALIDATION AND INSCRIPTION ON THE ELECTORS LIST FOR THE BY-ELECTION,
    2. FOR EACH UNIT MEMBER OF THE RESERVE FORCE ENTITLED TO VOTE IN THIS BY-ELECTION INCLUDING THOSE WHO COMPLETED A SOR FOR THE FIRST TIME TO VOTE IN THIS BY-ELECTION, ENSURE THAT A COPY OF THE MEMBER'S SOR IS IMMEDIATELY FORWARDED TO ELECTIONS CANADA.  THE ORIGINAL SOR IS TO BE FILED WITH THE UNIT IN WHICH THE MEMBER IS ON FULL TIME TRAINING OR SERVICE OR ACTIVE SERVICE, AS THE CASE MAY BE

  8. THE MAIL-IN BALLOT PROCEDURE WILL BE AS FOLLOWS:
    1. AN ELECTORAL LIST CONTAINING THE NAMES OF THE MEMBERS OF THE REGULAR FORCE ENTITLED TO VOTE IN THE ELECTORAL DISTRICT WHERE A BY-ELECTION IS BEING HELD HAS BEEN SENT TO ELECTIONS CANADA. THIS LIST WAS COMPILED, EFFECTIVE THE DAY THE WRIT WAS ISSUED, ON THE BASIS OF VALIDATED SOR'S COMPLETED BY MEMBERS OF THE REGULAR FORCE.  THIS LIST WILL BE AUGMENTED BY INFORMATION ON ELIGIBLE CAF ELECTORS SUBMITTED BY THE CO PURSUANT TO PARA 6,
    2. NO MILITARY POLLING STATIONS ARE TO BE ESTABLISHED IN CAF UNITS DURING A BY-ELECTION,
    3. ENTITLED CAF ELECTORS WILL VOTE USING A SPECIAL MAIL-IN BALLOT PROCEDURE.  ELECTIONS CANADA HAS COMMENCED SENDING SPECIAL BALLOT VOTING KITS DIRECTLY TO INDIVIDUAL ELECTORS AT THEIR UNIT'S MAILING ADDRESS, AS OF 18 SEP 16,
    4. THE SPECIAL BALLOT VOTING KIT WILL CONTAIN DETAILED INSTRUCTIONS AND MATERIALS TO CAST A VOTE, BUT WILL NOT INCLUDE THE NAMES OF CANDIDATES RUNNING IN THE ELECTORAL DISTRICT OF MEDICINE HAT-CARDSTON-WARNER (ALBERTA). THOSE NAMES WILL BE SENT BY THE MOST EFFICIENT MEANS TO THE CO OF EACH UNIT ON 5 OCT 16, THE DAY THE LIST OF CONFIRMED CANDIDATES BECOMES AVAILABLE,
    5. EACH CO WHO RECEIVES THE LIST OF CONFIRMED CANDIDATES SHALL IMMEDIATELY ENSURE THAT IT IS MADE AVAILABLE IN THE UNIT ORDERLY ROOM, PUBLISHED IN ROUTINE ORDERS AND RECEIVES WIDE DISTRIBUTION WITHIN THE UNIT, AND
    6. IT IS THE INDIVIDUAL RESPONSIBILITY OF EACH ELIGIBLE CAF ELECTOR WHO CHOOSES TO VOTE TO ENSURE THAT THE COMPLETED BALLOT IS RECEIVED BY ELECTIONS CANADA, IN THE NATIONAL CAPITAL REGION, NO LATER THAN 1800 HOURS, EASTERN TIME, ON 24 OCT 16

A CAF ELECTOR WHO IS ABSENT FROM HIS OR HER UNIT WHILE ON DUTY OR LEAVE DURING THE VOTING PERIOD SHOULD MAKE APPROPRIATE ARRANGEMENTS, SUCH AS PROVIDING A FORWARDING ADDRESS, TO ENSURE THAT THE VOTING KIT IS SENT TO THE APPROPRIATE ADDRESS.
