  1. NO SILENT HOUR RESPONSE REQUIRED.
  2. ELECTIONS CANADA WISHES TO INFORM THE CAF COMMUNITY OF THE DETAILS OF AN INCIDENT THAT OCCURRED DURING THE 2015 FEDERAL GENERAL ELECTION THAT AFFECTED THE BALLOTS OF SOME CAF ELECTORS
  3. MORE THAN 29,247 CAF ELECTORS VOTED BY SPECIAL BALLOT DURING THE LAST GENERAL ELECTION IN ACCORDANCE WITH REFS A AND B. ONLY 291 OF THESE SPECIAL BALLOTS WERE REPORTED AS HAVING ARRIVED IN OTTAWA AFTER THE DEADLINE, DOWN FROM OVER 600 IN THE 2011 GENERAL ELECTION. THIS IS A SIGNIFICANT IMPROVEMENT THAT OWES MUCH TO THE DILIGENCE OF THE VARIOUS COMMANDING OFFICERS AND THEIR STAFF INVOLVED IN THE ADMINISTRATION OF THE SPECIAL VOTING RULES
  4. HOWEVER, DUE TO AN ADMINISTRATIVE ERROR AT ELECTIONS CANADA, 247 OF THE 291 BALLOTS REPORTED TO BE LATE HAD ACTUALLY ARRIVED ON TIME ON 19 OCT 15. REGRETTABLY, THE 247 WERE MISPLACED IN ELECTIONSCANADA S RECEPTION AREA, RESULTING IN THESE BALLOTS NOT BEING COUNTED. THESE BALLOTS HAD BEEN CAST AT A CAF TRAINING FACILITY IN WAINWRIGHT, ALBERTA
  5. THE CHIEF ELECTORAL OFFICER, MR MARC MAYRAND, HAS CONVEYED HIS REGRETS IN WRITING TO THE CAF AND HAS MANDATED AN ADMINISTRATIVE REVIEW OF THE PROCESSES FOR HANDLING SPECIAL BALLOTS, FROM THE POINT OF SHIPPING TO THEIR RECEPTION IN THE BALLOT COUNTING ROOM AT ELECTIONS CANADA, IN ORDER TO ENSURE SUCH A MISTAKE DOES NOT HAPPEN AGAIN. THE REPORT OUTLINING THE CONCLUSIONS OF THE REVIEW ON THIS VERY IMPORTANT MATTER IS AVAILABLE ON ELECTIONS CANADA S WEBSITE.
  6. ELECTIONS CANADA HAS BEEN IN REGULAR CONTACT WITH THE DND COORDINATING OFFICER SPECIAL VOTING RULES. HE AND HIS STAFF HAVE BEEN KEPT ADVISED OF THE INCIDENT AND THE ADMINISTRATIVE REVIEW AND HAVE PROVIDED SUPPORT, ASSISTANCE AND INFORMATION AS REQUIRED
  7. ELECTIONS CANADA WILL CONTINUE TO WORK VERY CLOSELY WITH THE CAF TO ENSURE THAT, MOVING FORWARD, ALL POSSIBLE STEPS ARE TAKEN TO MAKE ANY IMPROVEMENTS POSSIBLE TO ENSURE THAT CAF ELECTORS CAN EXERCISE THEIR VOTING FRANCHISE WITH CONFIDENCE
