Replace Existing Systems with Newer or Different System


To recapitalize the current Five-Eyes secure research and development collaborative capability until it is replaced by an (operationally capable) Agency-wide system.


This capital fund is for the equipment construction of an extreme-pressure detonics chamber system (EPDC) within the Inger Moen Advanced Combustion and High-pressure Laboratory (iMACH) at DRDC Suffield, Experimental Proving Ground. The construction of iMACH Laboratory was completed in March 2015, in alignment with the Focus on Priorities Working Group Recommendations for Novel Explosives and Advanced Blast Research (Letter of DG DRDC Suffield and CEO DRDC & ADM (S&T) DND, 2 April 2012). EPDC is planned to be a major facility at iMACH for high-yield detonation assessment of emerging explosives and weapon payloads. The EPDC system includes an extreme pressure detonics chamber, with ultrashort-time precision instrumentation, installed on a platform. The design of the EPDC system will be completed by December 2015. The production of the EPDC system using this capital fund will be completed in two years: FY16/17 for contracting and manufacturing EPDC and platform; FY 17/18 for completing manufacturing and instrumentation, and installing EPDC on its platform and instrumentation in iMACH.
