Infrastructure Projects

The Canadian Armed Forces (CAF) and the Department of National Defence continuously maintain and upgrade military infrastructure across Canada. Every year, millions are invested in buildings, roads, military housing, runways, etc. The infrastructure portfolio includes approximately:

  • 20 000 buildings; 
  • 2.2 million hectares of land (almost four times the landmass of Prince Edward Island); 
  • 5 500 km of roads (roughly the distance between Calgary and Halifax); and 
  • 3 000 km of water, storm and sewer pipes (roughly the distance between Ottawa and Saskatoon).

As announced in Budget 2016, the Government of Canada is investing an additional $200.5 million over two years in infrastructure at CAF bases and other defence properties across Canada. The investments will allow the repair of airfields, hangars, live-fire ranges, jetties, armouries and military housing, as well as improvements to Northern infrastructure.

Sustained improvements to military infrastructure are necessary to provide the women and men of the CAF with the facilities they need to train and operate successfully, well into the future. These infrastructure projects will also provide economic opportunities for local communities, which help to create new jobs and opportunities for businesses across the country.

September 14, 2017 Ormocto, New Brunswick

Summary of Projects: Parliamentary Secretary to the Minister of Foreign Affairs, Matt DeCourcey, took part in a ribbon-cutting ceremony for a newly-constructed Tactical Armoured Patrol Vehicle (TAPV) facility at 5 Canadian Division Support Base (5 CDSB) Gagetown, on behalf of Defence Minister Harjit S. Sajjan.  This $26.1 million infrastructure project has created economic development opportunities for local communities and approximately 110 jobs during the construction period. The project ensures our soldiers have the essential facilities needed to support daily operations and training.

September 1, 2017 Valcartier, Quebec

Summary of Projects: Minister of Families, Children and Social Development Jean-Yves Duclos and Parliamentary Secretary to the Minister of Health Joël Lightbound today took part in a ceremony, on behalf of Defence Minister Harjit S. Sajjan, marking the beginning of construction of a new building and the replacement of two shelters at CFB Valcartier. This infrastructure project will generate investments of up to $95.9 million (including taxes) in the local economy.

August 30, 2017 Montreal, Quebec

Summary of Projects: Minister of Transport, Marc Garneau, and the Parliamentary Secretary to the Minister of Defence, Jean Rioux, on behalf of Defence Minister Harjit S. Sajjan, took part in a ceremony highlighting the end of three years of renovation work on the NETE facility. New workshops and laboratories, custom-made and state-of-the-art, will allow for more in-depth testing on a larger number of projects. The construction work was completed on schedule and on budget.

Parliamentary Secretary to the Minister of Veterans Affairs, Karen McCrimmon, and Member of Parliament for Bay of Quinte, Neil Ellis, held a ribbon-cutting ceremony to mark the opening of the newly-constructed Hangar 6 at 8 Wing Trenton on behalf of Defence Minister Harjit S. Sajjan. 8 Wing Trenton is involved in a multitude of Canadian Armed Forces operations and its Joint Rescue Coordination Centre is responsible for covering up to one million square-kilometers for search and rescue operations in central Canada.

January 18, 2017 Borden, Ontario

On behalf of Defence Minister Harjit S. Sajjan, Leona Alleslev, Parliamentary Secretary to the Minister of Public Services and Procurement Canada, and Kyle Peterson, Member of Parliament for Newmarket-Aurora, took part in the inauguration ceremony for the opening of a new Health Services Centre in Borden. The new integrated centre will provide the Canadian Armed Forces (CAF) members with improved access to health services.

January 10, 2017 Halifax, Nova Scotia

Andy Fillmore, Member of Parliament for Halifax, on behalf of Defence Minister Harjit S. Sajjan, announced the construction of a new armoury at Willow Park for Halifax Army reserve. This project has a value of $66 million. He also highlighted an investment of $21 million for three other projects is the region, which include the rehabilitation of the North Park Armoury, repairs and upgrades at the Halifax Dockyard and work at the Shearwater airfield.

The Department of National Defence has awarded a $46.9 million contract to Cegerco Inc. from Chicoutimi, Quebec, for the construction work of two buildings at 3 Wing Bagotville in order to improve the work of the Transport and Electrical and Mechanical Engineering sections.

Jean-Yves Duclos, Minister of Families, Children and Social Development, announced on behalf of the Minister of National Defence, Harijt S. Sajjan an investment of $15 million for the preservation and upgrades of Québec Citadel. This investment will allow renovation of masonry and upgrades of the mechanical room.

On behalf of Defence Minister Harjit S. Sajjan; Minister of Families, Children and Social Development Jean-Yves Duclos; and the member for Louis-Hébert, Joël Lightbound, announced $6.5 million in funding to improve Valcartier’s training infrastructure. The amount awarded will be used for improvements to two projects in Base training areas so that they may be safer and used to their full potential: the restoration of two bridges and the relocation of the grenade range.

June 28, 2016 Goose Bay, Newfoundland and Labrador

Defence Minister Harjit S. Sajjan announced a $12 million investment for 5 Wing Goose Bay to improve critical infrastructure. This investment in 5 Wing Goose Bay will permit the upgrade of the airfield through the replacement of ramps which have reached their life expectancy.

June 27, 2016 Gagetown, New Brunswick

Defence Minister Harjit S. Sajjan announced two projects worth $2.3 million that will allow 5th Canadian Division Support Base Gagetown to repair a vital crossing located within another training area, and to upgrade the airfield’s lighting and storm water collection system. The airfield asphalt will also be replaced.

Colin Mayes, Member of Parliament for Okanagan-Shuswap, on behalf of the Honourable Julian Fantino, Associate Minister of National Defence, today visited the Canadian Armed Forces (CAF) installation in Vernon to announce a series of upgrades totalling $3.3 million. The funding will allow for replacement of building siding, windows, roofing, flooring, repainting, re-leveling, upgrading of washrooms, repaving of select roads, fencing improvements, and upgrading of fire protection systems including hydrants.

Gord Brown, Member of Parliament for Leeds-Grenville, on behalf of The Honourable Julian Fantino, Associate Minister of National Defence, today announced an investment of $1.35 million for renovations at the Brockville Armoury, in support of the Canadian Armed Forces. This project will also help support the local economy and job creation in the community. Recognized as a Federal Heritage Building because of its historical association and its architectural and environmental values, the Armoury is home to the Brockville Rifles. The Brockville Rifles is one of 15 units which belong to 33 Canadian Brigade Group, of the 4th Canadian Division (4 Cdn Div), Canada’s Army in Ontario.

The Honourable Peter MacKay, Minister of Justice and Attorney General of Canada and Scott Armstrong, Member of Parliament for Cumberland-Colchester-Musquodoboit Valley, on behalf of the Honourable Julian Fantino, Associate Minister of National Defence, today announced a significant infrastructure investment for 14 Wing Greenwood. The Honourable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs, and Minister of the Economic Development Agency of Canada for the region of Quebec, on behalf of The Honourable Julian Fantino, Associate Minister of National Defence, today announced an investment of $3.7 million for renovations at the Drummondville and St-Hyacinthe armouries, in support of the Canadian Armed Forces. Larry Maguire, Member of Parliament for Brandon-Souris, on behalf of the Honourable Julian Fantino, Associate Minister of National Defence, today announced a significant, $15.2 million investment for Canadian Forces Base (CFB) Shilo, in support of military personnel and their families, who call CFB Shilo home. The investment will build and repair new and existing residential housing units and upgrade military quarters. Of the $15.2 million, an investment of $8 million will construct 24 new residential units. An additional $4 million is allocated to existing housing units for new plumbing, electrical and heating systems, and, changes to interior layout, as well as exterior work such as new siding, windows and doors, and better insulation.

The Honourable Julian Fantino, Associate Minister of National Defence, along with Peter Braid, Member of Parliament for Kitchener-Waterloo, Harold Albrecht, Member of Parliament for Kitchener-Conestoga and Stephen Woodworth, Member of Parliament for Kitchener-Centre, today announced a significant $ 1 million investment for the Kitchener Armoury, to revitalize critical infrastructure in support of the Canadian Armed Forces and to help create local jobs in the Kitchener-Waterloo region. Home to the Royal Highland Fusiliers of Canada, the Armoury will see upgrades such as improvements to emergency lighting, roofing repairs, and the replacement of heating and ventilation systems, to ensure that the men and women of this regiment can continue to train, learn, and support their community in infrastructure that fully supports their needs.

The Honourable Julian Fantino, Associate Minister of National Defence, today announced a $25 million investment at CFB Kingston, and the nearby Kingston Armoury. This investment will support the building of a new Peace Support Training Centre which will provide advanced training for the Canadian Armed Forces, other government departments assigned to conflict zones around the world. Training at the new centre will include pre-deployment training, Peace Support Operator Course and the Civil–Military Cooperation Operator Course. Through the $25 million investment, improvements will also be made to the military quarters on the base and at the nearby Kingston Armoury in support of the Canadian Armed Forces, and to help spur job creation and economic growth for the Kingston area.

The Honourable Julian Fantino, Associate Minister of National Defence, joined by Cheryl Gallant, Member of Parliament for Renfrew-Nipissing-Pembroke, today announced a significant $20 million dollar investment for Garrison Petawawa, to improve and expand critical infrastructure for the Canadian Armed Forces, and helping to create local jobs in the Petawawa area. Garrison Petawawa is a large military base with close to 600 buildings, including 1600 family housing units. Through this $20 million dollars investment, Garrison Petawawa will see the modernization and renovation of housing units, repairs to the roadways, as well as improvements to Military Quarters in support members of the Canadian Armed Forces and their families.

The Honourable Julian Fantino, Associate Minister of National Defence, today announced an investment of $736,000 for the Colonel Sherman Armoury in Richmond, for upgrades including interior flooring and lighting improvements, skylight replacement, as well as repairs to the heating and ventilation control system, in support of the Canadian Armed Forces and to help create local jobs in the Metro Vancouver area. Colonel Sherman Armoury, home to 39 Service Battalion, provides essential support such as transportation, supplies, and personnel to 39 Canadian Brigade Group, which is responsible for Reservists in the Greater Vancouver area. The armoury also houses the 12 Service Battalion Museum, which collects and exhibits artifacts related to the Battalion’s history.
