Harmful and Inappropriate Sexual Behaviour (HISB) Statistics Summary

The monthly statistics available here are internal reports on incidents and actions related to Operation HONOUR that are compiled from unit level input across the Canadian Armed Forces.  

The data and analysis in these reports is complex and represents a range of information that may be included in more than one category so should not be interpreted as cumulative.

The data represents a snapshot of information at the time of the report, not necessarily the time of the incident or action and is for information and tracking purposes for the Canadian Armed Forces.

The numbers represent not only reports made related to potential offences of a sexual nature but incidents perceived as harmful and inappropriate sexual behaviour (specified wherever possible).

    • 2 x files in the jurisdiction of the civilian police

  • Charges: National Defence Act section 129 (conduct to the prejudice – sexual comments)
  • Verdict: Guilty
  • Sentence: $500 fine

Petty Officer 2nd Class Wilks

  • Court Martial finding : 3 Feb 17 (sentencing adjourned to 24 May 17)
  • Charges: 7 counts of section 122 Criminal Code (breach of trust), 1 count of section 271 Criminal Code (sexual assault)
  • Verdict: Guilty 3X counts of section 122 Criminal Code, guilty 1 count of section 271 Criminal Code; and not guilty 4X counts of section 122 Criminal Code.
  • Sentencing: 24 May 2017

  • Punishment: 6-day detention, $250 fine

  • Charge: section 93 National Defence Act – behaved in a disgraceful manner
  • Verdict: Guilty
  • Sentence: Severe reprimand and $3,000 fine
