The Government of Canada’s 2016 Budget recently announced a change to the Veterans Affairs Canada (VAC) Earnings Loss Benefit (ELB) that increased the income support benefit from 75% to 90% of a Veteran’s pre-release salary.

If you have a current claim under the Canadian Armed Forces (CAF) Long Term Disability (LTD) plan, you can expect to receive a copy of the attached letter from the Chief of the Defence Staff (CDS) along with other key information that is required by VAC about the CAF LTD benefit in the mail.  

The CDS letter explains what is happening and how existing CAF LTD claimants can apply for those additional benefits, should they be eligible.

As the employer sponsored disability insurance plan, the CAF LTD plan is automatically available to all CAF members upon enrollment. It is an important benefit available to CAF members for their financial protection through unique financial and vocational rehabilitation supports.

Dear Canadian Armed Forces Long-Term Disability (CAF LTD) Claimant,

As announced in the Government of Canada 2016 Budget, the percentage used in the calculation of Earnings Loss Benefits (ELB) payable by Veterans Affairs Canada (VAC) under The Canadian Armed Forces Members and Veterans Re-establishment and Compensation Act will be increased from 75% to 90%, effective 1 October 2016. This higher rate will be paid to Veterans who are determined to have a service related condition and a rehabilitation need, as defined by VAC.

As a CAT LTD claimant, I am hereby advising you that you may be eligible for a top-up to 90% under VAC ELB. You are asked to contact VAC to obtain more information regarding VAC’s Rehabilitation and Vocational Assistance Program and ELB, online at www.veterans.gc.ca, by visiting a local VAC office, or by calling VAC at 1-866-522-2122. VAC will also guide you as to the steps to take in order to determine if you are eligible for a potential top-up.

Please find attached to this letter a separate information sheet containing key pieces of information about your particular LTD benefits. This sheet will be useful to both yourself and VAC in evaluating your eligibility for a potential top-up, and the amount that you may receive.

If you are already eligible for the VAC ELB, you can submit your information by sending a copy of the attached information sheet to the address below, or by uploading the documents using MY VAC Account at veterans.gc.ca. Please note your VAC file number on any documentation you send.
