1. SITUATION.  In accordance with reference A, the Canadian Army Command and Staff College will conduct the Primary Reserve Army Operations Course 2013 (P Res AOC 13) Tutorial III. 

2. MISSION.  CACSC will conduct the P Res AOC 13 during the period 6 to 20 July 2013.

3. EXECUTION.

  • a. Concept of Operations.  Tutorial III will be comprised of two major exercises, BDX1 – OPP and BDX6, Exercise FINAL DRIVE. 1 half day of rest will be given to student’s mid way through the course. A graduation ceremony will take place on the last day of the course. Guests are welcomed to attend.
  • b. Coordinating Instructions.
    • (1) Timings.
      • (a) 5 July 2013 – P Res AOC students arrive CACSC Kingston NLT 2000 hrs;
      • (b) 6 July 2013 - P Res AOC commences at 0615 hrs for the Cmdt’s run;
      • (c) 12 July 2013 – Half day of Rest;
      • (d) 19 July 2013 - P Res AOC Graduation Mess Dinner (Mess Dress/tuxedo is required); and
      • (e) 20 July 2013 - No later than 1600 hrs – P Res AOC 13 ends.
    • (2) Candidate Information.  Students are to complete a copy of the student information form found on the aforementioned website. The information form may be completed on the DWAN by entering the password and following the instructions. Allied students will be contacted separately.
    • (3) Personal History Forms are to be sent to:

    • (4) Personnel must also forward Estimated Time of Arrival (ETA) and Mode of Transport (MOT) messages to the P Res AOC Admin O. Students who are given less than 25 days notice of their loading on this course are to provide this information within 48 hours of being so notified.

4. SERVICE SUPPORT.

  • d. Travel.
    • (1) The parent unit shall provide the member with a travel claim to cover the full period of the course and travel to and from the College. 
    • (2) The member may draw advances up to the maximum allowable limit against this claim at his parent unit.
    • (3) Travel by the most economical means is authorized. Students who wish to travel by PMV as passenger or driver in lieu of a commercial carrier must submit a request for PMV travel authority/waiver of financial entitlements form.  Class A students residing over 500KM from Kingston will not be authorised PMV. Class B students will only be authorised one days travel/pay for each trip and must provided an approved CF100 (leave pass).  The waiver must be completed and e-mailed to jeff.cressman@forces.gc.ca with members name and rank in subject header or fax to 613-541-5944 NLT 30 days prior to course start;
    • (4) All students will be on TD while on Tutorial III of P Res AOC.
    • (5) Travel claims will be turned in to CACSC Orderly Room staff on Day 1 and returned prior to student departure on 20 July 2013.
    • (6) Students arriving by commercial means must be ticketed to Kingston and should take a taxi from the rail or bus station to Fort Frontenac. Students arriving after hours are to report the Commissionaires guardroom located at the front gate of Fort Frontenac. See Annex A for alternate ways of getting to Kingston, if the Kingston airport is not available. One way car rental with drop off fee will not be authorized under any circumstance.
    • (7) For students arriving by PMV, parking spaces are available in the rear three rows of the Normandy Hall parking lot.  Registration of PMVs with the guardroom is mandatory and the candidate parking tag, issued by the Fort Frontenac Guardroom (Annex B), must be visible in the front windshield when parked on the premises. P Res AOC Members will not park inside the walls of Fort Frontenac.
    • (8) All baggage and course materials required for Tutorial III should arrive in time for the start of the course.
    • (9) Students should refer to CACSC student handbook, chapter one for details on shipping via CMTT.  Extra baggage is authorized. 
    • (10) The fin code for TD and travel arrangements use Fin Code 2037PT L115 2106 GRC0000CSC01.
  • e. Arrival Procedures.  Students shall report for the course no later than 2000 hrs the evening prior to the course start date. Room keys and course packages are to be picked up at the Fort Frontenac Guardroom. Instructions for the first day of class will be included in the welcome package.
  • f. Accommodation. All students will be accommodated within Fort Frontenac throughout. Students from the Kingston area are not permitted to commute daily to attend the course. Students requiring accommodations outsides course dates are to contact the P Res AOC Admin O. Accommodation costs are assumed by CACSC.
  • g. Rations.  P Res AOC students will be on ration strength at Fort Frontenac Officer’s Mess from arrival to departure. All students are forewarned that they will have to pay for the course graduation Mess Dinner. The cost will be approximately $55. Ration costs are assumed by CACSC. Students shall not be authorised to claim this dinner separately.
  • h. Messing. P Res AOC students will not have chit privileges at the Fort Frontenac Officer’s Mess. All Mess functions, consumptions and the Mess dinner will be paid for in cash up front. All Mess accounts will be settled before departure, without exception.
  • i. Pay.  Pay arrangements for P Res AOC students must be made before arrival. There will be no pay parades at CACSC for students. Students attending the course at CACSC are to remain on home units RPSR. P Res AOC students will be on Class B. Class B pay is to use Fin code 2037PT L113 01134 GRC0000CSC01.
  • j. Equipment and Clothing.  The following uniforms are required:
    • (1) CADPAT clothing (BDU, routine daily dress).
    • (2) PT Gear suitable for a 5 km run in Kingston July weather.
    • (3) Rain gear.
    • (4) DEU No 3 (Parade dress with tunic, tie and ribbons/decorations.
    • (5) DEU No 3B (Parade dress no tunic open collar, short sleeved shirt with ribbons/decorations).
    • (6) Mess Kit (Formal military dress, tuxedo in lieu).
  • k. Students should bring any other field equipment considered necessary. Webbing and helmet are not required.
  • l. Computers and DWAN Access.  Candidates will be issued CACSC laptops that will only work on the CACSC internal network (CTNet) for course work. A shared DWAN computer is available in your syndicate room and candidate quarters are DWAN capable but you will need to bring your own DWAN laptop to access. There are several internet capable machines in the Fort Frontenac library.
  • m. Dress.  Dress of the day is CADPAT.
  • n. Miscellaneous.  Canadian students are to arrive at CACSC with the following documentation:
    • (1) DND 99 – Travel Order Claim.
    • (2) CF 899 – Class B Route Letter.
    • (3) DND 404 – Valid for the duration for the course.
    • (4) DL computers with all information saved to a disk that students wish to keep.
  • o. Other administrative details such as mess facilities, hours and dress code, recreational facilities and map of Kingston and Fort Frontenac are available at reference B. Students are encouraged to familiarize themselves with the applicable chapters.

1. SITUATION.  The aim of this document is to outline the administrative procedures for Directing Staff (DS) attending Tutorial III of the Primary Reserve Army Operations Course. 

2. MISSION.  CACSC will conduct the P Res AOC 13 tut 3 during the period 3 to 20 July 2013.

3. EXECUTION.

  • a. Concept of Operations.  A mandatory DS orientation will be conducted prior to tut 3 of P Res AOC 3 – 5 July 2013.  Tutorial III will run from 6 – 20 July.  A half day of rest will be given to staff/DS mid way through the course. A graduation ceremony will take place on the last day of the course. Guests are welcomed to attend.
  • b. Coordinating Instructions.
    • (1) Timings.
      • (a) 2 July 2013 – DS arrive CACSC Kingston;
      • (b) 3 July 2013 – DS are to report to Normandy Hall with Laptops at 0800hrs.
      • (c) 6 July 2013 - P Res AOC  staff and DS commences at 0615 hrs for the Cmdt’s run;
      • (d) 12 July 2013 – Half day of Rest;
      • (e) 19 July 2013 - P Res AOC Graduation Mess Dinner (Mess Dress/tuxedo is required); and
      • (f) 20 July 2013 - No later than 1600 hrs – P Res AOC 12 ends.
    • (2) Timetable. Available on the CACSC website.

4. SERVICE SUPPORT.

    • (3) All DS will be on TD while on Tutorial III of P Res AOC.
    • (4) DS arriving by commercial means must be ticketed to Kingston and should take a taxi from the rail or bus station to Fort Frontenac. See Annex A for alternate ways of getting to Kingston, if the Kingston airport is not available. One way car rental with drop off fee will not be authorized under any circumstance.
    • (5) For DS arriving by PMV, parking spaces are available in the rear three rows of the Normandy Hall parking lot. EXERCISE FINAL DRIVE 2013ADMINISTRATIVE INSTRUCTION

1. SITUATION.  Exercise FINAL DRIVE will take place at the Canadian Army Command and Staff College (CACSC) from 12 - 19 July 2013. It is an indoor command post exercise in which augmentees of the Army Operations Course (AOC) will practice National Command Element (NCE), brigade and task force level headquarters staff planning. There is no preparation required to occupy any augmentee position.

2. MISSION.  CACSC will conduct the P Res AOC 13 Exercise FINAL DRIVE during the period 12 to 19 July 2013.

3. EXECUTION.

  • a. Concept of Operations.  Exercise FINAL DRIVE will be conducted in two phases. Part 1 will be held in Normandy Hall and Part 2 will be held at the Army Simulation Centre at Building A-31;
  • b. Coordinating Instructions;Timings;
    • (1) 11 July 2013 – Augmentee travel date if required;
    • (2) 12 July 2013 – Augmentees will report to Normandy Hall at 1300 hrs; and
    • (3) 19 July 2013 –Ex FINAL DRIVE will end NLT 1600 hrs.  Travel arrangements can be made no earlier than 1830 hrs on 19 July.  If commercial carriers are not available, July 20 is the alternate travel day.

4. SERVICE SUPPORT.

    • (5) Augmentees arriving by commercial means must be ticketed to Kingston and should take a taxi from the rail or bus station to Fort Frontenac. Augmentees arriving after hours are to report the Commissionaires guardroom located at the front gate of Fort Frontenac. See Annex A for alternate ways of getting to Kingston, if the Kingston airport is not available. One way car rental with drop off fee will not be authorized under any circumstance;
    • (6) Augmentees arriving by PMV; parking spaces are available in the rear three rows of the Normandy Hall parking lot. Augmentees will not park inside the walls of Fort Frontenac;
    • (7) TAN. Units will use their own TAN and SA charges to the fin code proved in sub-para d; and 
    • (8) Excess baggage is not authorized.
  • d. Finance.
    • (1) Regular Force Augmentee: The financial code for TD is 11953A L101 2106 11152285;
    • (2) Reserve Force Augmentee:
      • (a) The financial code for TD is 11953A L115 2106 11152285;
      • (b) The financial code for Res wages 11953A L112 1133 GRC0000FBBEV.
  • e. Accommodation. Accommodations for all augmentees will be in CFB Kingston transient quarters.  Keys can be picked up from the Base Accommodation Office, B37.  Augmentees must bring their own towels and toiletries;
  • f. Rations.  Augmentees will be on ration strength either at Fort Frontenac Officer’s Mess or at the Base Dinning Facility. Meal timings will be as follows: 
    • (1) Breakfast – 0600 to 0900 hrs;
    • (2) Lunch – 1100 to 1300 hrs; and
    • (3) Dinner – 1630 to 1830 hrs.
  • g. Dress.  Dress of the day is CADPAT; and 
  • h. Other administrative details such as mess facilities, hours and dress code, recreational facilities and map of Kingston and Fort Frontenac are available at the reference. Augmentees are encouraged to familiarize themselves with the applicable chapters.
