- 1 The Honourable Peter MacKay, Minister of National Defence met for the first time, on June 3, 2013, with his Chinese counterpart, General Chang Wanquan, to discuss their views on the challenges of regional and global security, as well as Canada-China defence relations. Minister MacKay was the first Canadian Minister of Defence to visit China in the last 10 years and one of the first Western Defence leaders to meet with the new Chinese Minister of National Defence.

Excerpt from Minister MacKay’s remarks at a May 2nd, 2013 announcement detailing new initiatives for Canada’s Search and Rescue system:
“As Canadian regional demographics shift and general population growth affects where and when people find themselves in distress, the military and indeed all responders, need to ensure their equipment, personnel and vision is up-to-date.
“I believe the Search and Rescue system and all first responders would be better positioned to save lives with a standardized review of the search and rescue system.
“As such, ladies and gentlemen, today I am announcing the first regular, systematic, standardized and comprehensive review that is to take place every four years of the Search and Rescue system; a quadrennial review.
“This will be a systemic review so that all responders are seized of the issues that better our ability to save lives.”
